Community Employment (CE)

The primary purpose of CE is as a transitional programme to reintegrate the long-term unemployed into open labour market jobs. CE is the largest active labour market intervention, and gives long-term unemployed and other disadvantaged persons an opportunity to acquire training and work experience through part-time employment on community projects. Employment is provided on a wide range of projects, which are sponsored by communities. FÁS provide funding for a full-time supervisor and the participants’ payments. A year is the norm for CE participants but this can be extended.
CE is designed to provide temporary rather than ongoing opportunities for persons 25 years of age or over, unemployed for a minimum of 12 months and in receipt of any of the following payments:
- Unemployment Assistance (UA)
- Unemployment Benefit (UB)
- Qualified Adults
- One Parent Family Payment
- Deserted Wives Benefit
- Widows/Widowers pension
- Persons previously in receipt of the Carers Allowance for the requisite period, or persons with a disability may also qualify

Participants work for an average of 19.5 hours per week and are free to engage in other forms of paid employment outside of CE.
Within the context of the overall number of places available on CE, FÁS has operational responsibility for the delivery of the CE programme, including project selection and appraisal and the allocation of places /granting of extensions. There are two distinct options in CE:
1. Part-time Integration Option
This is aimed at persons 25 years or over, in receipt of certain welfare payments for a minimum period of 12 months. Participants remain on this programme for a period of one year. A limited number of people can remain for a second year in circumstances where it will facilitate their progression to employment.
2. Part-time job Option /Rate for the Job
This is targeted at persons who need a longer programme in order to become job ready. Participants on this programme must be 35 or over and three years in receipt of certain welfare payments. The participant can remain on this option for a period up to three years. Travellers must be in receipt of UA or UB for one year or longer for this option.
CE projects have a training/development budget for each participant. A participant may engage in additional work outside of CE, which will be subject to tax, and PRSI in the normal way.
FÁS has discretion to provide extensions on a case by case basis for those participants, who on reaching the end of their period of normal entitlement, still experience difficulties in getting jobs, whether due to age, health, literacy, numeracy, or a lack of suitable jobs locally. Persons over 55 years of age may participate in the programme for a period of six years in total.
